IPv6 supplies 2^128 addresses, which is the equivalent of 5x10^28 addresses per person in the world today. As far techno-colonialism, that term could be considered to be a subsection of the economic-neocolonialism that I've heard suggested replaced traditional colonialism. Neo-techno-colonialism would be the same simply applied to the virtual world.
